Regbak Beta updated.

* RegBak 'Date of backup' column now follows the <DATE> <TIME> set by user
* Fixed minor issues in calling the help file from 'Options'.

1. The folder is created using the 'user-set date or time', but the listing still shows the default format (yyyy-MM-dd), for now.
2. The 'help link' from inside the 'Options': We'll check it. Meanwhile you can use F1 from RegBak main GUI to launch help.

RegBak will be available with Ace Utilities and also as separate utility, just like it is available now. The new version of RegBak will be available with next revision of Ace Utilities, which is underway.
